The rapid moves of CA, NY, IL, and now MI Governors to go with the Shelter in Place Executive Orders makes me think there is some behind the scenes coordination to bring the Cloward-Piven strategy forward.

MI Governor included a bunch of slaps at the Federal response while announcing the order.
