It should be for every net tax payer absolutely! But that is an entirely different issue. Tax payers getting their stolen tax money back is always the right solution.
So let's assume I didn't say it should be for every tax payer, or that realistically it won't be... Are you trying to say that because some people that had their money stolen and were able to recover it, that is not OK, because other people were not able to recover it?
