If I had to guess, it's because when you've got a lot of corrupt money flowing around trying to buy government power, it's a risk to try to bring in new people. So you end up with a bunch of people who have spent decades in politics who have been promoted based primarily on their willingness to sell out rather than their competence. And not surprisingly, they aren't very talented at much else other than selling themselves out.
So there's a complete lack of organizational talent at the top of the democratic party and we get a slew of around two dozen of these hanger-on leeches coming out for the Democratic primary. But they're all absolutely terrible and most have virtually zero charisma (and most are hated by black people within their own party), so somehow Joe Biden pretty much ends up winning by default as the Democratic establishment just needs SOMEONE to win (they don't want Bernie).
Another factor that contributed to the above was probably Hillary Clinton herself. Essentially the figurehead of the party as Obama's term came to an end, she was notorious for being completely unwilling to accept disagreement or advice from others and of course ends up with a bunch of yes-men under her. But herself being completely incompetent, focused entirely on her own coronation, and without even presenting a set of campaign issues she tried to run on other than "I'm not Donald Trump," her failure left the Democrats with literally nothing but organizational chaos and a power vacuum at the head of the party after the 2016 election.
Due to her exceptional failure, Hillary Clinton actually ended up being an incredible gift to conservatives.
That's about the best I can think of to explain the situation, because if you step back and look it truly is remarkable that a candidate like Joe Biden, barely even able to string a couple of sentences together, can somehow emerge the winner of the Democratic presidential nomination. (Assuming he manages to wrap up the nomination before he has a public dementia moment so severe even the media can't ignore it anymore.)
