I think this was all pre-planned. The week which the other democrats were "negotiating" with the senate republicans, they knew that at the end, they were going to say no when Nancy comes in. This way, they wanted to do maximum damage. It was all pre-planned. Nancy couldn't have written a 1400 page bill over night.

They have these bills stacked up ready to pop out. How can anyone read 1400 pages on short notice?
