I was just in the emergency room yesterday (unrelated to China virus) for over 2 hours and there were plenty of rooms available. No one was busting their ass either. There are hot spots, but this isn't everywhere.
It's really not, critical industry / services companies like utilities and trash collection regularly have them. We have a level 2, critical services for the community. If an area is under a curfew, we need to be able to service that community and are regularly excluded from curfew for business purposes.

My dad was raised in upsate New York, Troy. I remember him telling me an old joke. "How do Vermonters survive with no money?" "They live on lack of expense" It is really quite true. I spent a few years in Vermont, some of it rural, and you will not find scrappier people anywhere. The soil is terrible, the weather is terrible, and they still grow their own food and build their own homes. They ignroed laws, some had no drivers' license and still drove. No one got a building permit. Sometimes I miss that kind of environment

Things have deteriorated to the point that one enterprising fellow here started his own little service to help people reclaim items stolen by tweakers. This guy was born and raised here and knows most of the tweakers. He's also a big guy and has no problem with physical persuasion to get tweakers to rat each other out. He has established such a good track record of recovering stolen items that most people now contact him instead of the police.
We were just issued our "Essential Personnel Travel Letter" to keep with us when we travel to and from work.
The county where I live and the one where I work haven't issued any "Shelter in Place" orders yet, but you never know what fun is going to come our way next.
