Probably union workers who feel they'll be paid no matter what. I saw a local unionized shop complaining they have to work to make parts for the railroad industry. Workers that need to be on the job at my hubs' company (nonunion) are glad to be working.
No surprise that productivity goes up when people don't spend all day chatting at the water cooler.
I work in state government IT myself, and on top of our regular jobs we've been busting our asses setting up VPN access and supporting our users who aren't used to remote work. Fun times.
But then there are some employees getting paid to sit at home and do nothing.

I'm union and we don't get paid time off. Thankfully our reps are greedy and convinced our fatass governor to make construction essential.
It was the UAW that wanted to shut down too, not the automakers.
