Of course Joe Biden is an idiot, but I understand what he trying to say here. They lobbed up this quote from Trump saying that the treatment can't be worse then the cure, and what Biden is supposed to do is turn that around and argue that the cure is important. He is supposed to make it seem like Trump doesn't want to cure the virus, but Joe Biden can't make a coherent sentence, so he ends up saying "We have to take care of the cure, that will make the problem worse no matter what". When he says "that" he is referring to is Trump's statement about starting up the country again. Basically, Joe Biden is advocating to keep the country locked down until the virus goes away. It's no surprise that this is his position, because like all Democrats, he wants to see the stock market continue to crash, supply lines come to a halt, Americans without food or essential supplies, etc. Look for Democrats to prolong the suffering and blame it on Trump. That's what Joe wants.
