The both obviously contain chloroquine.
The Phosphate version, which was in the tank cleaner (among other things) has been tested and is FDA approved to treat malaria, etc.
However, they use hydroxychloroquine because it has less side effects and is more effective.

One atom difference makes the chemical completely different. One is a phosphate, the other is a sulfate.
