The order restricting chloroquine and hydroxychloroquine came after President Donald Trump touted the medication as a treatment and falsely stated that the Food and Drug Administration had just approved the use of chloroquine to treat patients infected with coronavirus. Sisolak said in a statement that there’s no consensus among experts or Nevada doctors that the drugs can treat people with COVID-19.

Investigating the effectiveness of the drug is literally what the FDA is working on. They are gathering data from control groups to improve knowledge on dosages, and application. As previously mentioned this drug is understood it's been around for years. The safety of the drug is NOT in question. Only it's effectiveness.
Hydroxychloroquine is already approved for use to prevent malaria and to treat some autoimmune diseases.
She said that approval of a vaccine would take a year or more. “Not only do we need to understand whether or not this vaccine will stave off Covid-19 disease, but we also need to critically understand the safety of the vaccine,” she said. “It needs to be the time that it takes to get to a place where we have confidence it’s the right thing to do.”
