Here's my theory: The whole Q stuff is to pacify everyone so that they believe that there really will be justice, when all along its just an operation to run down the clock on the statutes of limitations (5 years for federal crime).

We have all seen that there is a two-tier justice system and that wont change from anyone in the upper tier. The only way that justice will ever really be served is when the people have had enough and rise up.
