Saw this, too. Two things: neck tattoos and flat brim hat.

I'm all about people dressing however they want. For instance, this guy looks like a fucking tool and as we can see from his actions here, is, in fact, a fucking attention-whore tool. Definitely a dedicated follower of fashion.
