The reason it fails, has failed and always will fail is because there would be no competition to the government running an industry and it has no reason to be successful.

The government controlling the means of production =socialism.
The government owning the means of production =communism.
You are correct that socialism eventually leads to communism.
And even Lennon and Karl Marx themselves wrote that socialism was the intermediate between capitalism and communism.
