There is some pork in there for sure. But remember we're less than 1 year away from the next budget. This is an emergency measure and if you want to get rid of that pork later on you better make sure you elect the right people into office.

Seems the rumors of a congress pay raise did not pan out, this is more of an emergency expense fund it seems, think attending corona conferences in Europe to see the devastation for the INEVITABLE aid requests from that disaster zone. I don't see any vote by mail or ballot harvest stuff.

No, that's not what the fund is for. It doesn't say they have to be taken in. Think medical testing services for those asylum frauds, that money would come out of that fund.
But... the executive could just NOT spend the money and continue deporting them under the National Emergency provision.
That's why I'm saying it's "Okay" and not great. Money will DEFINITELY be wasted on useless shit in this bill. But if out of 2 trillion the waste is limited to a few billion that is a massive win RELATIVE for government.
