Omnibus bills should be illegal. They do nothing but enable corruption. Oddly enough, the Confederate Constitution would be better than ours in this regard:

Article I, Section 9(20): "Every law or resolution having the force of law, shall relate to but one subject, and that shall be expressed in the title."

Great in theory, but it could still be perverted to allow omnibuses by saying that their subject is the entire annual budget.
