Omnibus bills should be illegal. They do nothing but enable corruption. Oddly enough, the Confederate Constitution would be better than ours in this regard:

"Every law or resolution having the force of law, shall relate to but one subject, and that shall be expressed in the title."

That would be such a great constitutional amendment.
Great in theory, but it could still be perverted to allow omnibuses by saying that their subject is the entire annual budget.
