Because it's bullshit. A Republican majority Senate could agree to pass a law saying "we'll fund $1,200 per taxpayer" in exchange for the Democrats getting $350 in illegal alien funding. The President line item vetoing that $350 would destroy any trust in the deal making.
This bill is full of bullshit, but there do need to be compromises and agreements to get stuff done in politics and the line item veto destroys that.
It's always been like this. Nothing's changed. Trump has to go with this or it's over for him. Americans who have no clue will only see "Trump refuses to sign aid bill. Millions of Americans will now be homeless and jobless." And "Did Trump just bring on the Great Depression 2.0?" That's the only thing they'll see and only the well-informed people like we have here on the Win will know better.
