The general consensus is that the half that are braindead are hopeless. That only 3% fought in the Revolutionary War. I don't know how true that number is, but we've seen that same proportion change history in modern nations.

I agree a very small fraction can make a major change. It’s sad that so many are considered hopeless but mostly due to their own lack of effort.
