A law mandates that tech companies operating from China (ICP license) acquire identity of all Chinese users. In most cases, this is done by collecting the phone number. The ID (Resident ID Card) is required when you get a phone number and is tied to the number.
You can have multiple phone numbers and there isn't any additional process when you apply for a second one. It is however a very nasty process if you want to keep the number but switch to a different carrier. CMCC is much hated and is known for using dirty tricks to lock users from switching to other carriers.
I think it's safe to assume if those people aren't dead, they're destitute unless they had family out in the country to flee to. Being destitute in China means death or a fate worse than death probably isn't far away.
It would be like giving up your driver's license and passport here in the states. A phone number acts like a form of ID in China and is essential for getting aid or services in the cities, so it would be the absolutely last thing people would give up.
The most believable reports I've been reading suggest that China's reported numbers are underreported by a factor of 10-30. So while not quite millions. Closer to 50,000 deaths is probably accurate.
Another indication is that there are various reports that Wuhan (that according to https://en.wikipedia.org/wiki/Wuhan has a population of "Urban (2018)[11] 8,896,900") still have extremely little traffic congestion compared to 2019 (see https://www.tomtom.com/en_gb/traffic-index/wuhan-traffic ). If only 50,000 died, why would a multi-million city still have so little traffic congestion?

This virus has been circulating far longer than we know of. China's censored the fuck out of it. I'm pretty sure I had the shit back in November. I tested negative for strep and flu, no sinus infection, and was sicker than fuck for about 2 weeks. Laid in bed for 4 days straight with cold chills, a fever, and an awful headache. I had lethargy and a nasty cough and burning in my lungs when coughing. I still have a lingering dry cough. Only bad things come from China.
HK and TW hates China right now. I bet if the HK and TW politicians, which often are quite sharp tongued are asked about the "imported" chinese flu cases they will have some choice things say.
The reason why China doesn't have any new cases is because they stopped testing sick people and won't admit patients to the hospitals.
