They're not being punished, they're just not being helped. Very different things.
Although, I disagree with the free money for anyone thing. My wife and I save money in case things like this happen and we're out of a paycheck and such. Her business has been ruined but I'm still working every day and getting paid due to 'essential' pharmaceutical work.
