This is misleading, and probably intentionally so. The numbers showing that 40-80% might get it have been based off of simulations that occur over several years, assuming that this will keep coming back as a seasonal flu.
I am not sure what the numbers are of the actual flu, but it wouldn't be that alarming if you were to tell me that over the next three years 40% of the population will have had the flu at least once. That sounds pretty normal to me considering that I have had the flu multiple times in my <30 year life, and I am pretty careful about that stuff. Instead she is acting like 40% of the population will be getting the flu within the next few weeks. That would be alarming because it would overwhelm any healthcare system.
