In upstate PA it is a difficult find but my daughter in Raleigh says it is impossible to find.

Because even if the idiots don't know it, toilet paper isn't the necessity, food is. Paper products on the trucks/handtrucks/warehouses take up more room. Two cases of food or a few packages of TP? Do you want a TP panic or a food panic? The trucks that deliver to the grocers only have so much space. It isn't a truck from the TP factory.
