Because even if the idiots don't know it, toilet paper isn't the necessity, food is. Paper products on the trucks/handtrucks/warehouses take up more room. Two cases of food or a few packages of TP? Do you want a TP panic or a food panic?
The trucks that deliver to the grocers only have so much space. It isn't a truck from the TP factory.
Literally everything else where I live is fully back in stock...except paper products.
