Yes. Paper bag allows droplets to dry out resulting in faster viral degradation. My hospital is using paper bags. (We don’t have a current shortage but are trying to prevent a shortage in the future)
I have a respirator with replacement filters. Why not use disinfectant spray on the outside after taking off?

I always reused my n95s. Used to put it in a ziplock bag after removing it with gloved hands.
They are now saying you should put it in a paper bag because of the moisture and possible mold.
