In case anyone hasn't noticed it, any researcher who gets a government grant wins the research equivalent of the lottery. They get to hire a staff, do really important "work" and tell their colleagues how important they are. slugging through the nuts and bolts of real problems isn't interesting to a lot of them and they want to do exciting and fun research. Please don't ever forget, that a lot of the experts that advising the general public are not disinterested voices of science or working for the welfare of the general public - they are padding their resumes, impressing their colleagues and winning a "researcher's" lottery. They aren't trying to get to the scientific truth. They're trying to keep their gravy train going. In other words, our "scientists" aren't really acting as scientists anymore, at least most of them that get government grants - they're acting in their own interests to keep the scheme going.

He has been there for almost 40 years, if he can't provide better ideas to spend money on to out-compete the drunk monkey studies then he's just another worthless, lazy bureaucrat collecting the easy big paycheck.

Eliminate market-like competition via Federal Employee “Rights” or Tenure or political connections, and you grow corruption like mold.
