There are millions upon millions of doses of this drug out there, so why are democrat governors rallying together to force this ridiculous rule in their states? You don't want people to reach the stage where they require hospitalization, you want to prevent that. That is the goal of medicine.

Either these governors want to swell the numbers of hospitalized patients and slow down the recovery phase so the media can continue with the sky is falling narrative, or they are being influenced by their big pharma donors to restrict use to hospitalized patients only because the drugs will be much less effective the farther along someone is with the virus. Then they can say "see, these cheap and widely available time-tested drugs really don't work, wait for our patented new drug that will cost a fucking fortune".

From an outside perspective it looks like racketeering among democrat governors and big pharma and I think it seriously warrants an immediate investigation.

you do know that Tonic water has a small amount of quinine in it? It tastes like the white part of a grapefruit but it does have quinine. Readily available in most grocery stores? Bought a couple bottles at Wal-Mart day before yesterday.
