If we knew how they were packaged we could calculate the volume. My allergy masks come in a pack of 3 which is about 4" x 5" x .7"--they are a little fatter than the typical surgical mask, but I don't know how the HD compare.

Same, I got a box of 20 at Home Depot for a little over $20 in February. Figured I'd use them at some point anyway given that my house is 150 years old and I'm constantly fixing something old, dusty, and full of god knows what.
I'm a laborer and I just found a small stash of face masks in one of my work boxes I didn't know were there. To my surprise they are n95 masks.
I'm not paranoid enough to wear it in public but I'm donating them to a Chinese family that quarantined themselves in early February once they received personal information from China.
Doctors and nurses aren't even covering their eyes, so there's no point in wearing a mask. In China they were in full hazmat suits. In the US, some are just wearing bandanas. Hospitals that don't have hazmat suits stocked up can't really be considered prepared for much at all.
Get the army in to take them by force. Send money to them in a few years.
They need to start to take action against socialists within America asap. Before they totally fuck up the response actions of people trying to save lives.
The DoD should pull up enough tractor trailers to take all of it, enter the building with armed troops and tell them to start loading the trucks. Leave and tell them they "might" pay them $1.00 each at a later date.

Seems to me that the main way you can become infected is through your mouth and nose, it's probably possible through your eyes, but it's not going to absorb through your skin. So a mask is probably actually the best thing to use, not only will it protect you from people coughing in your face but more importantly it will stop you from touching your mouth and nose; they're not recommending them for the public because they want them prioritized for healthcare workers and there aren't enough for everyone.

The flimsy pleated ones keep your cooties off others. If you need to keep particulates out, like pollen, they are better than nothing. Honestly I think the paint respirator masks that are about $30 at Home Depot not only work better but are easier to breathe through.

Are their masks the medical grade N95 version? I believe the ones certified for medical use cost more since they have to pass more stringent tests.
However, the FDA has already waived those requirements and offered legal protections so that companies can sell all of the N95 masks they can produce.
