If he was going to, and I have a feeling he will, it will be in his second term. Once he's won, there's nothing they can do to stop him. As for the house, the Dems won it by essentially cheating with ballot harvesting... Something tells me they're not going to be able to pull it off this time.

My biggest criticism of Trump is that he's not cleaning house now, but he's playing the game. Take Twitter, they're both a publisher and a platform. They censor, they exclude conservatives, they influence public opinion, and instead of shutting it down Trump uses the platform for his benefit.
