By doing this he is shifting them from a negative stance to a moderate or positive stance in regards to his administration. He will move into bold, controversial and confrontational mode when he wants people to pay attention but switch to praising when he wants to nudge persons who are distant or entrenched in their position. He's a very practiced negotiator it goes without saying.
