Trump uses a carrot and stick approach in negotiations. He’s the good cop and the bad cop rolled up into one.

It's just his way. Look at his treatment of North Korea as an example. Throwing some praise their way one minute and making fun of the next. It opened doors though.

Being open for discussion and being the world's doormat don't have to be the same thing.

Same reason he praises Cuomo or Newsom - he is giving them what they secretly want - which is praise. By doing this he is shifting them from a negative stance to a moderate or positive stance in regards to his administration. He will move into bold, controversial and confrontational mode when he wants people to pay attention but switch to praising when he wants to nudge persons who are distant or entrenched in their position. He's a very practiced negotiator it goes without saying.
