Yeah, I've heard it was more because people were hoarding it causing (or potentially causing) a shortage in hospitals. However, a hard ban seems like it may just result in more hospitalizations and thus strain on the system. Limiting the amount doctors/pharmacies can buy seems like a more even-handed approach... unless their supply is really just that low.
It wouldn't surprise me at all if it is more of a supply (with a hefty side dose of TDS) issue. Michigan doesn't see many malaria outbreaks so there probably isn't much of a stockpile. I know it is used to treat other things but that is a small steady demand, not a "oh crap we might need a ton of this so we should keep a bunch just in case" thing.
