Here are three things I have read recently. Can anyone verify if they are/are not facts? Sources?

1. According to law, states bear primary responsibility to maintain preparedness for coping with emergencies.

2. A while ago Gov Cuomo declined to purchase thousands (16,000?) ventilators and spent the appropriation on other items.

3. New York just revealed that they had just discovered thousands of ventilators, sent by the federal government, in storage but not distributed.
