Mary Barra was appointed CEO of GM in the last days of government ownership under the Obama admin. GM is heavily invested in China and their joint venture SAIC-GM to the point that China calls a lot of the shots. They aren't an American company anymore, and don't expect them to help the USA much sadly.
And while they sell more cars in China, the profits from China are less than 1/4 of their North American profits. And even then, they are looking to import as many cars as they can from China so they can share there NA profits with their Chinese partners when they should be protecting that market.
GM is run by the Chinese for that to be happening.

China definitely calls the shots with GM. The sales figures in China are the reason we got stuck with Buick while Pontiac was shut down.
