Ok sorry to burst the bubble, but this is crap and it doesn't "end the fed". The Fed issues debt into the banking system by buying US Treasury Bonds. The Treasury Exchange Stabilization Fund has always been used to buy US financial systems assets in emergency (as you might suspect from, you know, its name). It used to be secret but has been openly acknowledged in recent years. There is nothing even new here; the author doesn't know what he's talking about.
