I think this is justice. Look at the data, almost half of the cases in the whole Country are in NY! Recently half the deaths were too. Suddenly that slowed down drastically; NY got the lion's share of HCQ and has been denying it to anyone unless they're confined to the hospital with Wuhan flu so bad it's already developed into pneumonia. So they're only using HCQ to keep people from dying. They got caught hoarding ventilators, and they're hoarding HCQ instead of curing everyone infected.

Keep them from leaving NY. Impossible to do that in NYC; NJ and CT are all basically part of the greater metropolitan area that is NYC. Any "essential worker" that needs to commute there has no business getting anywhere near RI. Once they're in CT, how do you stop them?

Apparently nobody's stopping them from infecting all of CT, but the traffic is going to be along the southern edge. Along I-95 and straight to RI.

Now what about those in NYC going in other directions? 45 minutes west on I-80 and you're almost to the Delaware water gap, God's country between NJ and PA. Don't infect the rural area out there either, but difficult to defend that border. The RI State line at I-95 is a strategic checkpoint. RI is tiny. No chance to contain the sort of damage New Yorkers could cause.

Keep that in NY. They've got massively more resources to deal with it. Including a hospital ship.
