There is oversight, and he will conduct that through an IG. Of course we want that, but the bill had crap in it that made congress way more involved with executive branch decisions about the oversight. Anytime congress tries to do that, he adds signing statements (all presidents do), saying that what congress wrote violates the separation of powers, so he will take it as advice, but not a mandate.
He is blocking it because once this is over and he is re-elected, they would try and use that clause like they did with that Ukraine bullshit. They were already talking about setting up 'commissions' like the 9/11 commission to look into the Government response of coronavirus. Then they would try to impeach again with this oversight.
Yep, they were going to spend the next 5 years "impeaching" him again because this one hospital in podunk nowheresville didn't get that one ventilator the ordered exactly on time down to the minute. They would look for anything as a reason to do this.
This only effects the money being used for loans to businesses, not the specific allocations in the bill. It also bears mentioning that the money for the House of Representatives is for giving a raise to staff, not the actual Representatives; the difference isn't huge but leftists will be pretty quick to jump on you if you start bitching about the House members themselves getting a raise because that isn't true.

No, but Pelosi can't give herself a raise this year. Congress can only pass raises that affect the next Congress.
