The theory here is that people who couldn't work, especially restaurants, barbers, whatever, could not get paid. They have rent due. True or not, the money is supposed to cover (some of) your monthly costs while you were "forced" to stay home.

Yeah some of these people didn’t. Pay taxes but a lot of us that got laid off from our jobs pay taxes so we are looking at it as getting our own money back.
