My mother was pretty much non existent in our lives as she had moved all the way across the country to be closer to her family. We only saw her a couple times a year. She refused to pay child support so many times that the courts had to threaten her with arrest. I'm now 33 and my sister is 30 and I'm pretty sure my mother still owes child support.
Her wages were garnished, and the police did show up at her door but never arrested her. I believe that was enough to get her butt into gear. As for a passport, she'll never leave the state so can't comment on that. She does still drive though, so I guess you got me there.

I was told many many times when I was younger that I was too nice. That was before my child support experience. I used to hand my check over to my wife week after week (edit: replace day with week), year after year for 10 years. I think you guys would have called me a cuck. Just too nice. She hired the best lawyer in the City known for her brutality whom later became a judge and had to recuse herself from my case. Thank God, she was cruel. It was too late though all of the debt piled upon me bankrupted me. Her lawyer was very expensive and I got to pay for it. She had also ran up all of my credit cards.
But other things happened like she fell flat on her face job wise after moving to another state and got on welfare. The state looked and saw I wasn't paying "in that state" and started racking up their own bill even though the case had never been moved out of the state it was filed in. I found out when a state trooper showed up to my work. Took almost a year to get it straightened out. Thought I was good even though it had been a nightmare. Little did I know they had just zero'd it and started building back up again. This alone ate part of my soul but lucky me I had 15 more years ahead of me.

I tried that. My lawyer last year fucked me- we had to modify support and custody but he dragged his feet for 3 months confirming my previous address. Then having to prioritize custody so my daughter could SLEEP OVER my home. I had a Cali order before move which granted joint and sleep overs.

You would be interested in the Custody of Infants Act of 1839. It's the origin of the Tender Years Doctrine that established default maternal custody.
Fathers used to have default custody because they were, by default, financially liable for most things.
Even if mom is a derelict drug addict or alcoholic, The burden of proof is on you as a father. She will still get default custody.
There is also a large time commitment for raising children that may be difficult to take on by yourself when you are working full time.

I also have a 17yo I pay $825 a month to and his mom is a psychotic lunatic that's manipulated him so bad we seldom talk since he was 13. Tried to get full custody after her, now 3rd ex-husband, threatened her and made a hostile home environment. I've seen both sides of the coin and I feel for you man. Do the best you can. I have little hope for my oldest, only that he becomes a functional part of society. I was told many many times when I was younger that I was too nice. That was before my child support experience. I used to hand my check over to my wife week after week (edit: replace day with week), year after year for 10 years. I think you guys would have called me a cuck. Just too nice. Then she found a guy she wanted to screw. Audios life. Here came the pain.
I got to experience all of the crap associated with a woman trying to maximize the pain and the money they could get all while making it difficult to see your child. She hired the best lawyer in the City known for her brutality whom later became a judge and had to recuse herself from my case. Thank God, she was cruel. It was too late though all of the debt piled upon me bankrupted me. Her lawyer was very expensive and I got to pay for it. She had also ran up all of my credit cards.
But other things happened like she fell flat on her face job wise after moving to another state and got on welfare. The state looked and saw I wasn't paying "in that state" and started racking up their own bill even though the case had never been moved out of the state it was filed in. I found out when a state trooper showed up to my work. Took almost a year to get it straightened out. Thought I was good even though it had been a nightmare. Little did I know they had just zero'd it and started building back up again. This alone ate part of my soul but lucky me I had 15 more years ahead of me.
I've got so many unpleasant stories about child support. But no sense in writing that here. It would be 1500 pages of crap I want to forget. Child support is a scam. This based on much research. It maximizes money flow and every time it flows they get their cut. The evil people of this world want to sell you the devil in a politically correct package. You want to make better relationships take it back to the old days where you had to pay the consequences for your choices. Both financially and socially. That does not mean there is no charity but people learn best from the consequences of their mistakes.
Women, keep your legs closed until married. Once married keep em closed and open them only for your husband. Find and stay with that "nice guy" which you "claim" to want. Men, keep it zipped. Don't know many men who ran off in search of some strange but I know of a whole lot of women.

I tried that. My lawyer last year fucked me- we had to modify support and custody but he dragged his feet for 3 months confirming my previous address. Then having to prioritize custody so my daughter could SLEEP OVER my home. I had a Cali order before move which granted joint and sleep overs.

From how this reads it only impacts those who owe arrears so deep your State has contacted the Treasury Dept to hold any federal money owed to you such as a tax refund.
As mentioned below, I believe you can refile if your income is currently impacted since it lowers the calculated combined income of you and your kids mom. I'd immediatly contact them for adjustment.

I am 24 and a cancer survivor. I go to college full time and my only income is IHSS for my grandmother. I make approximately 6-8k a year and have never filed taxes because im under the income limit and its also non taxable.

He won't pay for any medial expenses above the insurance that SHE supplies. If he takes the kids to the doctor, he puts HER down as the responsible party. He's the type of person who puts on quite an act for people and they usually fall for it until they know him better, which is why he was dropped by 3 different lawyers in the divorce.
It's been 3 years and he takes her back to court constantly for every little thing. He won't pay for half the daycare like he was ordered to and she has to pay it or lose the spot. He won't pay for half of medical bills. She works 2 jobs to make ends meet and he works part-time (and suspect under the table). Just on and on when she just wants to move on, get along, and put it behind them. He has falsely accused her of child abuse and took the kids. It was investigated and proven false. He has called her work in the medical field and accused her of stealing medication. He has a restraining order because he was following her. He just won't leave her alone.
