From how this reads it only impacts those who owe arrears so deep your State has contacted the Treasury Dept to hold any federal money owed to you such as a tax refund.
As mentioned below, I believe you can refile if your income is currently impacted since it lowers the calculated combined income of you and your kids mom. I'd immediatly contact them for adjustment.
