To begin with, I would expect that men who are victims of paternity fraud wouldn't have to pay child support. Or that men and boys who are rape victims wouldn't have to pay child support. Or that cuckolded men weren't assigned paternity by law through marriage and have to pay child support.
Reading through this it's only for those that are in such arrears the State reported them to the Treasury. From someone that pays allot of child support, I agree with this as well. It's a broken system for those that want to coparent, but for single parents that are doing it completely solo they are definitely owed this.

I'm well aware. I was providing examples of things to OP I would expect before I could consider using child support debt as a barrier to aid.

No they're not? If women can kill the baby to not have responsibility for it, guys should be allowed to do the same financially
