Government aid spent on single parents (mothers) is charged to the other parent. Or the alleged parent. Men in prison have been assigned fatherhood by default because they couldn't respond to paternity claims made against them by women who picked a name out of a hat.
They don't receive notice in prison. The woman picks a random name and address, and the guy is assigned fatherhood without knowing a claim was ever made.
Former process server here. I served process for child support while they were in jail/prison. This is in Texas, so I know what you claim isn't true here. I've served process for child support at a homeless shelter even.
