Quarantine and lockdown are two different things as I understand it.
Lockdown basically means you need to stay home and only go out for essentials, but you still have some basic freedom of movement in your local area.
Quarantine means you cannot leave the area, so if NYC has a high infection rate, don't allow people to leave NYC and carry the virus to other parts of the country.
Yea quarantine means no one in and no one out without proper permissions. Honestly, I don't think it will do much good. It's already pretty much everywhere. Just be smart people
Same for NJ and CT! Utterly impossible to separate these 3 States. The NYC greater metropolitan area includes all 3, and huge numbers of people commute from much of NJ and CT to NYC. No way to contain that except by isolating these 3 States as a group.
Within those States they can try to limit the spread into their more rural areas, but they still have more infections there than the rest of the Country. Seal those State borders!

New Yorkers are going to be fleeing after this announcement. They're going to spread it even worse in the short term.
They've already been fleeing, that's the problem.

So is Florida, but its not really being enforced. The state is just basically trusting that travelers will listen and quarantine at their destination.

You can contact trace and contain it in areas with very few infections
We need to shut off New York with same as we are stopping flights from other countries
Why does it make sense to stop flights from Europe into the us but the let anyone from New York run all over the country

People from the Hartford area aren't going to New York or Boston very often
