They are banning the drugs for use outside the hospital in order to save as many drugs for people inside the hospital. The vast majority of people who contract this virus will feel terrible but not be sick enough to go inside the hospital. We simply don't have the supply to treat the people outside hospitals yet.
I suspect once production of these drugs start ramping up and the clinical trials show some efficacy, we will see more use outside the hospitals.
This is starting to really concern me, never do medical trials show anything like those numbers of efficacy, these were totally uncontrolled and nothing more than anecdotes. They were not studies.
Could this work? Yes but it needs serious randomized controlled trials, in those trials you will not see numbers like these. Medicine is hard, I wish it was this easy but often claims like these tend to come undone in real controlled trials.
Governors are banning the drug because doctors are prescribing it for themselves and taking it as a prophylaxis. They need to stop that selfish behavior and save the drug for those that might have their life saved by it.

As long as they are still treating sick people, they must take every step to prevent infection themselves. Otherwise they run the risk of infecting other patients, or just being unavailable to treat others because they’re home sick.
