I would like to see an incentive, voluntary quarantine. Those who break quarantine should not be arrested or detained. But they should be denied re-entry into NYC and healthcare for coronavirus infections.
Seems extreme and radical to me. Denying people healthcare? So would the people who value personal freedom of movement above anything else actually agree with this?

The continued not-death of millions of people is more important at the end of the day. Every pandemic in history, without exception, has included restrictions on freedom of movement - no right is absolute.
