Cuomo practically said this in his befuddled interview today. He was like, "WTF.... I just got off the phone with him. He didn't tell me about a quarantine. That would go against everything he says he wants."
Could he do an order to just remind them the FDA's rules supersede their own made up rules? He wouldn't be approving any drug, just telling the governors that they cannot keep the doctors from prescribing a drug per the FDA guidelines.

If a government says a drug CAN'T be used he should be able to override and say it CAN.
Tainting a drug would be possible. But I hope any drug maker would be more sensible than to do that. Sued to bankruptcy and criminal charges.
