I only see two governors mentioned in the article.

"Both Governor Steve Sisolak (D-NV) and Gov. Gretchen Whitmer (D-MI)..."

You are right. Maybe #3 is Cuomo - https://www.newsday.com/news/health/coronavirus/coronavirus-drugs-1.43453088

An executive order issued by Gov. Andrew M. Cuomo this week limits prescriptions of hydroxychloroquine and chloroquine to COVID-19 patients in state-approved clinical trials, and for FDA-approved uses as an antimalarial or autoimmune treatment, and then only for a 14-day supply with no refills.

Oregon is the third. There's an explicit order, similar to Nevada's:

https://www.oregon.gov/omb/statutesrules/Documents/855.007.0085%20Prescriptions%20for%20Chloroquine.pdf

I've also heard at least one other state is applying a similar restriction, but I can't find an explicit order.

Later in the article, it talks about Cuomo's order.

With Cuomo, I see that all 3 are rats. I'm sure that's just a coincidence.
