This is the first French study. Only six patients got the hydroxychloroquine/azithromycin combo. Viral load dropped below the detection threshold by Day 6 for all six, but one of them had a positive test (albeit low concentration) on day 8.

The second study had 80 patients at the start (6 of them were from the first study). All got the hydroxychloroquine/azithromycin combo. Not all completed the study for various reasons (one died). But, by day 12, all of those remaining had been found to be no longer contagious. They weren't necessarily "cured", as they could still had the virus in their system (unlike the first study, which couldn't detect any virus in most cases).
The second study used "no longer contagious" as the threshold for success, because at that point the patient could be transferred out of the infectious disease (ID) ward to continue treatment elsewhere or at home -- making room for another patient. It says that the mean time in the ID ward was reduced to about 5 days, although they didn't say by how much.
It should be noted that the second study has no control group. Dr. Raoult has reportedly said he believes it's unethical to subject a control group to a placebo and risk death or permanent damage, because he believes this treatment is effective.

So far, I haven't seen any state that completely bans the treatment.

NY requires participation in a clinical trial. That means you could be in the control group that gets a placebo or alternative treatment.
MI has "threatened" pharmacists and doctors for prescribing hydroxychloroquine off-label, but there was no order to change any rules. Their own rules effectively allow off-label prescriptions, so they self-BTFO'ed their own threat by citing the rules.
It’s restricted right now so there is enough for people hospitalized and those with Lupus and Arthritis. Next up are healthcare workers and those in the front lines. This is totally cool to prevent the hypochondriacs from depleting the supply

And don't ignore Dr. Zelenkov in NY. Adding Zinc, he has 100% cure rate in pre-hospital patients. Over 700 now IIRC.
Dr. Zelenkov's experience isn't really a good trial. I've seen his data for the sickest patients, and it is lacking a lot of relevant information:
