I assume the OP is referring to this article (archive link because fuck Vox), but it's a lot less worrisome than he/she/it is making it out to be. In theory, this is probably not unconstitutional because the POTUS does have quite a bit of leeway with regard to actually executing the law. In fact, POTUS' argument seems to be applying the Take Care Clause of the Constitution to mean that he has direct oversight of how these funds are distributed, rather than the inspector general.
I'm suspicious that the reason POTUS is doing this is because he simply doesn't trust the left to be misappropriating these funds such that they disappear into the DNC coffers. Given the 2008 stimulus, Shovel Ready Jobs™, and all the nonsense that started with Solyndra and all the other "lol solar" companies, I think this is apropos of him. I don't trust the left.
