This is such a double edged sword. I work in the tech industry as a mid-level product manager. I wish more citizens applied for jobs that are posted in my group.

In the last 5 years, and 43 openings, I got an average of 3 applications from citizens and 15 from the visa farm. I would even repost many of the openings myself directly on LinkedIn and Indeed etc and still would barely get anyone applying for the role.

In Bay Area CA I think the biggest issue is the cost of living is so high, the average citizen can’t live nearby and does not want to commute but visa holders are willing to come alone and can live 4 deep in an apartment.

Then there is the issue, if I hold out for just citizens, I run too lean and overwork my crew to the point they hate their jobs. Then I would have earnings issues for our BU and my quarterly numbers will get out of whack too. When this looks bad with investors, they pull money and your valuation drops. They don’t care where you get labor only that you produce a marketable product that can turn a profit and pay everyone’s salaries.

I am a project manager and I am currently managing 5 web developers remotely. I can tell you this is working out better than being at the office. There is no need for people to pile on top of each other just to live as close to the office. covid19 has shown that most tech work can be done by people who live on the other side of the country. I have even noticed they are working more efficiently and enthusiastically.

The second I suggest that, is the second they ship whole teams offshore to 3rd party due to costs. Plus, most of the teams I manage are in the field at customer sites. They have tried to ship the analytics and data-science teams offshore recently, but I was able to show consistent movement between the field teams and data teams that slowing that down would be a negative impact.

The tech industry is full of double edge swords. I do think that this event will trigger more STEM degrees and maybe the citizen hiring pool increases.
