The second I suggest that, is the second they ship whole teams offshore to 3rd party due to costs. Plus, most of the teams I manage are in the field at customer sites. They have tried to ship the analytics and data-science teams offshore recently, but I was able to show consistent movement between the field teams and data teams that slowing that down would be a negative impact.

The tech industry is full of double edge swords. I do think that this event will trigger more STEM degrees and maybe the citizen hiring pool increases.
