For a lot of companies once a h1b Indian or Chinese gets in charge of hiring, that entire dept goes that way within a few years. Especially with the Indians. Quite a lot of them got the experience and education on paper for a Sr. sysadmin but in reality they struggle with tier 1 help desk.
