Unless they don't. Consider for a moment, that there is not vaccine for coronaviruses and the only option available is to treat the illness once someone gets infected. Furthermore, consider the possibility that coronaviruses do not cause an immunity like other viruses do and the same person can become infected over and over again. Both of those things are real possibilities. If both of those things are true, it means that a whole lot of time and labor is going to be consumed just to maintain a status quo. That's not moving forward.
