Not permanently, but until their government is removed, replaced, and stablized. It's people need to be educated on how to ensure that food is safe to eat and safely prepared. Perhaps they have always had a "dirty" culture, but I can't help but think that living under the iron fist of communism for so long has only made such things worse.
