Skilled labor position, graduate school slots, research positions, ect should be treated like a commodity. There should be a good amount of exchange with our allies and friendly countries, even used some to help other countries (sending our experts or training some people from their country). But still a commodity, i.e. if Germany issues 10,000 H1Bs to US citizens, we will issue 10,000 to Germany.

I just want to see H1Bs not apply to Chinese chef's for "Senior Changs Take Out".
Are they seriously telling us that an American cannot learn to mix pre-made sauces and fry chicken?
